Playrate in Reaper
Also known as varispeed in other DAWs. Open the master track panel with cmd+opt+m and toggle the playrate envelope. Within Project Settings > Advanced, you can toggle whether or not the playrate preserves pitch.1
You can also use a Tape speed effect on tracks.
