Use opt+f to perform this action. Cmd+opt+f will do the same with the last settings used.
If stretching audio with this action, the preserve transient option will save the transient from being smeared.1
For quantizing drums, I like to Use a leading pad to create a smoother quantization. For other instruments, I like to use backward temporal masking (see How to mask time edits) or let the drum transient mask the edit.
